Istorie, relații politice și diplomație •Issue Year: IX/2021 •Issue No: 3 •Page Range: 345-349 •Page Count: 5 •Language: Romanian Review of the volume: Diplomaţie şi actori geopolitici în epoca interdependenţei complexe / Diplomacy and Geopolitical Actors in the Era of Complex Interdependence Coordinators: Maria Costea¹, Simion Costea² Publisher: Editura Napoca Star, Cluj, 2021, 251 pages Reviewer: Expert Dr. Carmen Irène Atanasiu* ¹“Gheorghe Șincai” Institute for Social Sciences and Humanities, Romanian Academy ²“George Emil Palade” University of Medicine, Pharmacy, Science, and Technology of Târgu Mureș *Vice-President, Romanian Naval League; Editor-in-Chief of Marea Noastră Journal This collective volume offers a multidisciplinary vision on the evolution of European integration and Romania’s modern history, framed within the concept of complex interdependence, which defines contemporary international relations in both their recent and immediate developments. The book is published under the aegis of two prestigious institutions: the “Gheorghe Șincai” Institute of the Romanian Academy and UMFST Târgu Mureș. Dr. Maria Costea, one of the volume’s co-editors and its intellectual driving force, writes in her introduction that in the year 2021, humanity is confronted with phenomena such as the COVID-19 pandemic, hybrid conflicts, climate change, digitalization, the technological revolution, Trumpism, Brexit, the rise of China, globalization, and the growing influence of multinational corporations and transnational ideologies. These all exemplify the current complex interdependence between international actors, and the mutual impact between domestic policies and international diplomacy, including in Romania and the EU’s neighborhood. The volume investigates the historical roots of complex interdependence, as manifested in the modern and contemporary history of Romania and Europe. The authors show that Romania, while pursuing its own strategic goals, relied on alliances, international law, and the principles of national sovereignty, territorial integrity, and the right to self-determination—principles that enabled the achievement and international recognition of the Great Union of 1918, and the defense of its unified borders. Yet, in 1940, these borders collapsed under the pressure of revisionist geopolitical actors (the Axis powers, the USSR, Hungary, Bulgaria), who violated international law and destroyed multilateral organizations promoting peace and cooperation (e.g., the League of Nations). Western democracies such as France and the United Kingdom abandoned both treaties and allies, choosing appeasement over resistance. The first part of the volume contains historical studies on Romania’s foreign and domestic policy during times of major international shifts. These include: •Prof. Univ. Dr. Ion Calafeteanu, Elogiul conştiinţei naţionale (In Praise of National Conscience) •Prof. Univ. Dr. Nechita Runcan, Concordatul Sfântului Scaun cu România… (The Concordat of the Holy See with Romania…) •Dr. Constantin Cheramidoglu, Cum vedeau aliaţii României politica Germaniei… (How Romania’s Allies Saw Germany’s Policies…) •Dr. Maria Costea, Noi consideraţii privind România în geopolitica europeană… (New Considerations Regarding Romania in the European Geopolitical Framework…) •Dr. Nicolae Răzvan Mitu, Noi mărturii în problema Cadrilaterului… (New Testimonies on the Cadrilater Issue…) •Lect. Univ. Dr. Cezar Stanciu, România şi conflictul indo-pakistanez… (Romania and the Indo-Pakistani Conflict…) Each contribution is based on original archival research and brings new insights to topics either under-represented or newly discovered in Romanian historiography. Notably, Dr. Maria Costea analyzes new Belgian diplomatic documents from 1939, while Dr. Cheramidoglu applies his expertise in military archives to offer a nuanced perspective on Romanian foreign policy. The second part, titled Diplomaţie şi geopolitică – reaşezări geopolitice… (Diplomacy and Geopolitics – Geopolitical Reconfigurations…), analyzes contemporary global confrontations in a multipolar world marked by strategic competition and geoeconomic ambitions: •Dr. Nicoleta Vasilcovschi explores Diplomația economică a Chinei… (China’s Economic Diplomacy…), presenting China’s rise as a model of strategic, long-term economic planning. •Dr. Mihaela Osorio’s article on Serbia and China outlines China’s four-stage investment strategy in Serbia, stressing the “steel friendship” and the importance of Serbia in the 17+1 platform and the New Silk Road. •Lect. Univ. Dr. Cristina-Maria Dogot revisits the vision of the EU’s founding fathers—Schuman, Adenauer, De Gasperi—as sources of inspiration for today’s European federalism and functional integration. New geopolitical tensions in Eastern Europe and the Black Sea region are examined by: •Ambassador Paraschiva Bădescu, Ucraina – între speranţe şi noi provocări (Ukraine – Between Hopes and New Challenges) •Dr. Carmen Irène Atanasiu, Situaţia geostrategică şi geopolitică a spaţiului pontic… (Geopolitical Realities of the Black Sea Region…) •Dr. Adrian Ignat, Biserica ortodoxă din Ucraina astăzi (The Orthodox Church in Ukraine Today) •Doctoral Candidate Aurel Lazăr, Gazoductele Nord Stream 2 şi Turk Stream 2… (The Nord Stream 2 and Turk Stream 2 Pipelines…) A recurrent theme is the geopolitical use of energy, religion, and hybrid warfare by the Russian Federation to turn interdependence into dependence. The authors argue that EU Member States and allies must respond strategically and collectively, guided by international law and the lessons of history. Conclusion: This collective volume is a substantial contribution to the scholarly analysis of contemporary international relations. It enriches our understanding of European geopolitics, diplomatic strategy, and the evolving global balance of power. The book’s multidisciplinary approach and original source material make it a valuable reference for researchers in history, international relations, and security studies.
